Mr. Jimmy Lee Osborne, 77, Ft. Blackmore, VA passed away Monday, April 9, 2012 at his residence.
Mr. Osborne was born in Wood, VA on February 9, 1935, the son of the late Otis E. and Mary Beard Osborne.
He graduated from Coeburn High School and later East Tennessee State University. He was a veteran of the United States Army and proudly served with the 101st Screaming Eagles Paratroop Unit. He spent a difficult tour of 13 months in Korea.
He began his career in August 1961 with the Scott County Department of Public Welfare (later called Scott County Social Services). He served the county as a social worker and probation officer, and was later promoted to agency director. He served in this capacity until August 1991 when he retired. He always tried to meet the needs of his clients but was always mindful that local and state tax dollars were wisely spent. He was a founding board member who worked with Anita Steiner and others to establish Goodwill Industries in Scott County. While working at the agency, he was also a farmer who loved the land and the animals. He was a member of the Scott County Humane Society, the Democratic Party, the NRA, and a long standing member of Fincastle Lodge N.O. 33, Dungannon, VA.
Surviving is his wife, Celia Osborne, Ft. Blackmore, VA; his brother, Billy Mack Osborne and wife, Dorothy, Weber City, VA; nephews, Jeffrey and Cameron; several cousins and many friends. He was especially close to his brother-in-law, Gary Howell.
The family will receive friends from 5:30 -7 p.m., Thursday, April 12, 2012 at the Gate City Funeral Home. Funeral services will be conducted at 7:00 p.m. in the Gene Falin Memorial Chapel of the funeral home with Dr. David A. Cagle, pastor of First Presbyterian Church of Kingsport officiating.
Military graveside services will be conducted by the American Legion Hammond Post #3, Kingsport, TN and Post #265, Gate City, VA assisted by members of the Virginia Army National Guard Honor Guard at 10:30 a.m., Friday, April 13, 2012 at the Osborne Cemetery at the residence. Rev. Brad Stapleton, pastor of Ft. Blackmore Methodist Church will conduct the graveside service. Family and friends will serve as pallbearers.
In lieu of flowers, the family requests donations be made to the Scott County Humane Society, P.O. Box 1535, Gate City, VA. 24251. Jim loved flowers, but he loved animals more and would prefer that homeless animals receive food and shelter.
